EDIT: well, strictly speaking it wouldn't but it'd be at the very least offensive and possibly illegal in some countries.

Kind of bizarre to be honest. Nobody really uses Fortify or Rally but you don't have to remove it since I'm sure there exists use for them in some wacky custom game shenanigans. Surge sounds like another buff to tanky DPS that are everywhere in this game already. Then they nerf support heals but they decide to buff the Heal spell. Maybe they hate supports. Flash nerf makes assassins probably stronger (harder to get away from them) and champions that rely on it for initiation (Alistar, Galio) weaker.
But other than that I'm adopting a "wait and see" attitude. |
