Anyway I played through Steam Power and the coal distribution is very uneven - there's two in our quarter, one in the jungle between us and Jkaen, and one south of the jungle between Ellimist and Kuro. I don't see any coal in Ellimist's quarter of the map.
Our quarter is also missing Uranium. Oil is well-distributed though, unsurprisingly. No Aluminum in the eastern half of the map.
