Hmmm, The possibilities...more details to this plan surely makes a difference from first read. Perhaps establishing a set of bylaws would aid in how the phantom alliance lead guild is expected to be operated by the many? Rotating the guild leader to each guild on a set rotation? Would think if it is secondary accounts in the phantom guild there are surely enough folks among each guild to support this. How would attempts by an unscrupulous guild to keep control be mitigated?
The main one would be vote support. If a decent majority support the candidates A, B, & C, but not X, Y & Z, then you'd have a trusted small group to pass the button-pusher duties around and keep those duties in the hands of responsible people. Add a clause that a Guild Leader may not hold both positions at the same time and you'll also have a backup plan where the alliance button pusher is outranked by the GL in their main guild. That would at least slow down an unscrupulous player doing strange things with the alliance.
Where unscrupulous Guilds are concerned, the meta guild would be so ephemeral and lacking in investment that if one guild formed an unwanted power block, then the rest could simply split away and reform. In the process they would lose nothing but the alliance name and the offending guild.
I'm liking the idea of a phantom guild leading the alliance of equals more and more. The second accounts idea is pure brilliance. I don't have a second account, so I wouldn't be eligible for being in the phantom guild, but that doesn't cause me any worries.

A guild must supply a chorus adding to the Alliance Anthem, identifying their own guild. I mean, if they can do that they are probably fun and relaxed bunch of guys. ...But I think how I'll do it is to continue jotting down ideas on a text file
 and make a thread in a day or two, maybe when the poll closes: 1st post - Ideas list updated with the latest and greatest from any and all contributing guilds. Subsequent posts for new submissions, alliance name explanations and discussion.
