The CD bonus does matter. A rifle against a D3 tank has odds once it goes past about 110% defence bonus, which is 25% fort bonus, 45% CD bonus and 40% culture.
A rifle against a CR3 tank needs another 85% worth of boni to have odds. Normally won't get that much unless it is a 3 promo rifle and it is on a hill, but on a hill, behind 80% culture defence, the rifle is strength 30.8 against the 28 strength of the tank.
None of this really matters though, because the main point isn't that the rifles will win, it's that the tanks get banged up attacking without support, and the only support they can get is from bombers...it's actually the bombers that are the most important unit, not the tanks.

Why is Beijing building WEALTH??? Pure  , he should be building Culture there and running a lower slider.

This may be true but at 9 hpt, I don't think it'll really make much difference!

Building Culture instead of Wealth would convert 9 gold to 9 culture. Building Wealth and running the culture slider higher instead would convert that 9 gold to way more than 9 culture by running the commerce through the big culture multipliers. I was surprised too the first time I saw this explained, but it's true.
Of course, not all of that slider-culture would be in Beijing itself, and if Beijing is the laggard to legendary, building Culture here might still be right. But it might be a much closer call and not nearly as clear a decision as you might think.

Wouldn't having gold for the culture slider also keep the death camps a little happier meaning they can work more specialists?

Why would they be unhappy in the first place? They're losing citizens not gaining them. Happiness is SO not a a concern for culture victories.

But none of that matters if they can't reach the city. If they get bombarded by a few B3 cannons, cavalry and even riflemen can get winning odds against the CR3 tanks. Or they can just wait for the CR3 tanks to attack the city and get beat up, then counterattack.
The tanks can win if they've got overwhelming numbers, of course, but it's not like they're some sort of magical "I win" button that totally changes warfare. They still have to be protected against defenders with collateral damage initiative. Also, with drill, they'll have great odds against the riflemen once they've been scratched by a few bombers or artillery.

Yeah, with a cottage capital you want to maximize slider and take advantage of your cultural multiplier buildings. Looks like Beijing has the Hermitage, 2 cathedrals, and a pavilion, so +225% for culture from slider! And since unit cost are keeping Team 2 from maximizing slider and Beijing is the only city China is contributing to the culture win, gold is probably the right play.

Vast swaths of your civ will be depopulated to the artist death camps, but they'll be damned happy about it! And survivors will be the most culturally sophisticated in the world!
Will victory 11/10 turns away, size 17 cities Milkshake and Istanbul should probably be in starvation mode soon, though exact timing of artist death camps depends on when other cities can pop artists.
Also, I love that Lewwyn figured out the hidden advantage of CKNs after the speculation in this thread.

It matters for the simple reason that players do not think "Herp derp I have tanks Ima go capture your empire". If all they have are tanks and they know they are not going to reliably take cities without siege support they won't attack in the first place. Doesn't matter that there might be a 150 unit stack of cannons and cavalry, if they can't take the city. The most important thing is the strength and number of the defenders in the city.
Now, if there are air units in play, and the attacker has tanks and bombers, that 150 unit stack will get shredded no matter what happens. So long as there are enough bombers, anyway. That's why tanks aren't important and getting flight ASAP is. That's kinda what you implied in your first post, your second post went of on a tangent.
