Not sure if this was in vanilla (don't recall it) but the attached savegame shows that one of the cities (Banbury, High Men) is labelled an Outpost even though it has 3 population, a smithy and a barracks.
It's a neutral city and it's fairly early in the game so it must have been placed there during map generation. Map surveyor (F1) shows max population of 9. When you load the savegame, the city is 2 squares northwest of the active group of 4 Sprites. Did you have Death books before? Can we see the savegame?  My idea is you should get a Life book, but you can't, since you already have a Death book, so you get an artifact, as the manual says.
