This is why Krill doesn't think he can win the game.
Unless he can think of a way to turn his food/land advantage into an economic advantage. Sure, he can spam out a million units from all his cities, but that just puts him deeper into an economic hole. Yes, the only way I could imagine doing that is if I thought I was going to have a very long non-zero sum relationship with the other player. And in Commodore's case, it seems like his days of being a competitive tech player are numbered.
This post-Paper tech trading and brokering world is going to collapse into a pool of chaos just because one or two people in the game don't think about the overall picture before agreeing to deals. Sort of like OB in a regular game but far, far more significant. PBEM 20 did not really test this because the limited number of players significantly lowered the chance of one or two people ruining the entire game [system] (in the game theory sense).
That's also why Krill will win the game. Because in the end, production is what will matter. And I see absolutely no evidence that he doesn't think he can win, or even that he will win.
