What you're describing sounds like ORG by itself, to me. And I would say it synergizes with CRE or PHI, to build the multiplier buildings more cheaply. But I don't see how it synergizes with FIN.

Suppose a civ with 100 commerce, 20 city expenses, 20 civic upkeep, 20 hamlets that can give the Fin bonus, and an academy.
With neither trait, it produces (100-40) * 150% = 90 beakers. With Org alone, it produces (100-30) * 150% = 105 beakers, +15 from base. With Fin alone, it produces (100-40+20) * 150% = 120 beakers, +30 from base. With Org + Fin, it produces (100-30+20) * 150% = 135 beakers, +45 from base. Wait, that's exactly the sum of Org + Fin without any multiplicative synergy. You're actually right, they don't synergize. Functionally, all of the Fin bonus does go through the science multiplier regardless of your expenses or slider position. Or, equivalently, Fin splits between the cash and science multipliers just like any other commerce, but it allows you to raise the science slider so that more of your pre-Fin commerce goes through the science multiplier. Either way of looking at it is equivalent. Damn, I'm supposed to be the expert on this stuff.
Pick ranking post is updated with Novice's Ottomans pick, and with my remembering that going before someone in the turn order only confers a half-turn advantage, because you're 1t ahead half the time and tied the other half of the time.
My first four turns were skipped. Here's the first real turn:
I settled the city before decided which way to scout, since it was obvious I'd settle in place. Sugar and jungle were revealed in the southeast, and a cold area with a bit of tundra and ice in the south and southwest, along with a couple of lakes. Basically the whole south looked pretty crappy to expand to in the near future, so I sent the scout northward without worrying too much about the details thereof.
