Also 7 new land tiles between the teams that aren't Pirates.

Found errors in the soldiers over the last 5 turns, and I've hopefully massaged the numbers to work but goodness knows I'm not confident I'm right
I think Pirates might not always be rival lowest pop any more - sometimes it might be Menagerie.
