We can also mention that we are already sending WPC quite a few missionaries to help solve their happiness problems. I know that we benefit economically, but they aren't free either.

I was also going to make one other suggestion: how do you think WPC would feel when we cut them off from our gems 10 turns later? Probably not too happy. If we were going to send them gems, they probably expected it to be more or less permanent, and we simply are not going to do that.

I think we have enough material here for a polite refusal message.

Oh, I really like the comment about not signalling that we are working together. That's perfect thumbsup. Anyways, my thing is I want the gems to be available. What if CivFr completes Great Library next turn and suddenly doesn't have use for their marble and we could pull a gems/marble trade? Stuff like that should be considered. Anyways, how about this:

We gifted the missionaries because that kind of aid easily goes undetected, but I hope you can understand our hesitancy to publicly show our alliance prior to the war.

By any chance, do you have any marble near your borders that you could settle? That's one particular resource we'd really like to get our hands on, so if you have some near your borders we would happily trade for that.

So there's marble just inside German borders in the area between the Germans and WPC. Can we try to negotiate with them and get them to connect it, and we give them gems or something in exchange?
