We have some work to do here, I think. Some priorities I submit for discussion:
-Civplayers: NAP extension (and if it goes well, tighten the deal re: unit gifting, spies, allowing armies thru)
-UnversCiv: something, *anything*, toward closer relations. Preferably at least OB before we land the Lighthouse (6t)
-WPC: continue to discuss t150 plans, keep the phone lines open.
We also need to at least float NAPs with the non-border teams. We're getting to that stage where dogpile talks gain steam or fizzle. If we can lock, say, Apolyton into an NAP, that'd help a lot.

I'm not sure what to do with UCiv. We have now sent them 4 consecutive emails without a single response. CivFr pretty much said "sorry you guys are winning so leave us alone" which may become a more common issue as we get going here. How about this draft to Apolyton to lock down another NAP.
