I agree that this is the likely outcome, but if we can show that they're not making a "good-faith" effort to claim marble, then we can also claim that they're in breach of clause 5.5.

They've also been helped in the war by us - stone is a strategic resource, and they've built walls in at least one city, so we've helped them despite being neutral.

We can also say that we've fulfilled every part of the deal, and now it's time for them to deliver. One possibility is that if they can't provide marble, they will have to pay a fair price for our spices, something which is defined as 2 GPT per city per happy resource, ie currently 24 gpt.

In my opinion we should simply send them a message asking: "What's the ETA for hooking the marble?". We do have an agreement after all for them to provide the marble. I wouldn't say anything else, letting them say something if they want.
