Pretty much this, and that's a nice way to put it.
As for Serdoa, I would like to think that actions in this game wouldn't have consequences for another game. I may be annoyed at an in-game action, but then I'd carry on and get over it in a few turns. Especially so if I were to then steamroll both adversaries (in this case, Brick/Xenu), as Serdoa is likely to do.

I love how hard Noble is panicking at the idea of a missing Commodore stack. That's some kinda mental domination.

Does Zulu have spies running around in Khmer territory, or are they getting their intel from conventional pickets?

Is it just me, or are long grueling slugging matches between players much more viable in RBMod? cf: Commodore vs Cyneheard, Bigger vs Azza.

I think that's an effect of the large pitboss format more than the mod.
Once the known-tech bug is fixed though, the mod will help reduce the tech gap in any game, which may well make slugfests more common.

I think perhaps in both cases it may also be a symptom of map size. Here as in PB5, no one else is really close enough to do much against the two primary warring parties until much later in the game. In this case, Serdoa is finally able to take a little off of Azza after Azza and Lewger have bled each other for a very long time.
