I would say, yes. At least I play it like this. Scouts have strength 1.

That probably should have been stated in the rules, sorry. As scouts are Strength 1, they do indeed count against your military total.
Sounds like a fun map, and fits my playing style...except that I only have vanilla CIV. Now I'm going to have to go pick up BTS to play this one.
And Scouts count? At least it's no barbs.

How in the world are we going to escort settlers? One police warrior at home and one scout out exploring means no escort for the first settler. Can we count a settler as a "city-to-be" towards the unit cap? (No funny business like stockpiling extra settlers to abuse that.) Edit: never mind, now I see "No Barbarians" on the info page. :wink2:
I PM'd Sullla just to make sure this doesn't fall under the spoiler flag, but according to this the option to vote for UN Diplomatic victory is only possible if the player has less than 60% of the world population. I'm pretty sure this was a change in 3.17. The end game could be a little annoying. Just a heads up, unless someone can think of a clever way around this problem.
Question about timing, say if we have one city with two units and are building another, on the turn the one being built would complete, do we need to disband one of the units instantly or can we disband immediately first thing on the turn the new unit comes out?
