One thing I forgot, bulgar and borsippa (our two frontline western island cities) both need hindu spread. Borsippa near Babylon revolted twice in my turnset, it is unhappy at size 1 due to defying an apostolic palace resolution so it needs a missionary asap. I kind of forgot.

Reasoning: because it looks like you're in a rather bad position, which combined with SE dropping off and tile yields increasing, means that your (seemingly already frail) position is only going to weaken.
