Uh, sure...probably build the Taj in a border city for culture. Other possibility is to place it for GPP of course.

That's weird. Is it to do with needing a certain threshold to change ownership?

I guess ownership is updated when the turn rolls for everybody, and I'm first in turn order. If Boldly produces enough culture on his turn he'll keep ownership of the tile.
