Will the capital's borders pop before your next Settler is ready? And for the record I have no idea what are in the unfogged tiles, I've not looked at the map.

Capital borders pop eot T50. I should be able to get the settler for the 4th city by then, so...no.

Correct answer is 4 of the copper. 3 of the copper can hit 23hpt at size 9. 4 of the copper can reach 30hpt at size 11. Minimum acceptable is 25hpt for 1 turn HA/cats.
6 of the copper is an interesting choice though. That too can hit 30 hpt, but it has to steal the capital pig to do so and has no inner ring food resources; it also requires another city to the south to be on the lake to produce the work boat for the fish (as does 4 of the copper). The capital losing the pig isn't a problem once Calendar is in, the banana and sheep are enough to fund the necessary food deficit from the other tiles. But ultimately, because that's a lake fish, the city that works it doesn't have to be on the lake, as no light house needs building.

Other acceptable locations (ignoring other factors) are 44 of the copper (size 10, 27hpt) 4 of the whale (size 9, 27hpt), 69 of the copper (size 9, 25hpt, steals pig). All of those have problems, but 69...hmmm, need to consider that, because I might possibly be able to swap the pig around depending on when Pottery can be researched.
