Just wondering when is it usually worthwhile to create a drafting camp with Globe Theater?

Soon as you can get drafting you can benefit from a draft camp. Muskets and rifles is a good time to aim for.

I'm also interested in when the vets think a draft camp is a good idea. The costs aren't that small. You need to get drama and build a bunch of theatres, and invest the 300 hammers for the building itself. You also have to be running Nat and avoiding Bureau or Free Speech. You can also use it for whipping, but the returns for whipping small cities are just good, not game changing, and maybe I want to use all that food to just grow another big city instead.
I guess a dream of a whip camp is if you have 2 6-food resources, and 1 5-food resource to be shared away, then you go: Turn 0: Size 2, 12/22 food +10 Turn 1: Size 3, 11/24 food +13 Turn 2: Size 4, 12/26 food -> whip to Size 2, 12/22 food +10 And you're in a cycle of whipping 2 pop every two turns. A net 31 base hammers per turn for a city working 2.5 tiles is good but again that's a lot of food to use for this. Maybe it's better on quick speed where the food to grow is smaller?
I'm just wondering it would even be worthwhile considering that you have to get up several theaters and the building itself isn't exactly cheap either. Because of the opportunity costs I was wondering when would like an ideal situation to get it.

I'm generally not a fan of draft camps. They're better if you're SPI, for obvious reasons. I'd consider building one with the right city (3 food resources but crappy land otherwise) and Drama and the theatres are otherwise useful. Or if I expect to be fighting the rest of the world in the not too distant future.
