You'll want to change the capital's build there; the Rathaus won't do much for the very mild capital maintenance cost, but Expansive in RBmod gets doubled production on a market, so the market is an amazing build.

thanks, I'm a green civ player and am a bit inelastic in switching buildings, techs etc. when something changes. That's my mistake and I should correct it

sadly, the cities are not densly situated, so there should be some expansion. Well I have great Landsknechts though.
