Yeah, settling that city was a mistake in an otehrwise very well played game. If he really wanted to place the city there, instead of the more conservative 1N (or the worse 1E), he should have at least waited for a turn, to let the axe catch up. Perhaps he didn't want a border city to be on flatland, so he avoided 1N for more safety. But if you are going to do this, it's worth delaying the city a bit to get a few more defenders.

I guess in the end it's a problem of understanding the other guy. Looking at the culture...how was Bob not supposed to take that as an aggressive city? There is nothing wrong with making aggressive moves, that's civ, but if you're going to push a guy, expect him to want to push back. Retep's isthmus plant was (correctly) viewed as aggressive, when done unto. Your opponents have their own motives. Hint: it ain't spite for any of them. The characterization of his neighbors as "hostile" is telling...frankly, when you're winning the game, other people will start to align against you. Hostility isn't in it...nobody is reporting negative emotions in the slightest. More a pity, because mechanically, Jowy's played an excellent game.
