On an other subject, capitals have 2/2/1 by default but other cities don't, did I miss another changelog about that ? I thought it was 2/2/1 for all cities.
Nah, it is just for hte capital. The reasoning is that plains hills plants are still worth considering for a dotmap, but the capital needed to be 2/2/1 to not have players getting screwed over on T0.
Were you fighting on the edge of the borders? I'm asking the questions because every we xml entry is identical to base bts. I've checked that already. The only thing I can think of is that the we is occurring either due it being applied as a proportion due to cultural percentages in the tile or something

Yes, it is proportion based. It uses a thing called friendly culture. A friendly culture is your team's culture, or your vassal's, or a culture of a team that has OB with your team. The proportion of WW the other team gets is (100 * iTheirCulture) / (iOurCulture + iTheirCulture) or 100% if no team has friendly culture in the tile.
