Figuring out how cultural borders collapse after a city is taken is incomprehensible to me, but I would expect that both the pyramids city and the great library city would have intact 3rd ring borders if both, uh, Epirus and the Mom city fall. Probably even 4th ring borders because your own culture would saturate the borders to the west of those cities.

Elkad rejected initial peace offer (in which I demanded 100 gold). No counter proposal was given.
