I think you should be in turn split not only when you're at war, but when there's a possibility of a war, as well as a possibility of a settling race. So being in a turn split on T60 is not surprising at all

Sorry about that! But, um...I can't seem to find any settings in the NatNeg thread? Nor anything about them in the first or last three pages of the thread. Somewhere else I should be looking?
