You don't want to be quick with trial and execution. Once you've cut off the head it's hard to put it back on if it turns out you judged someone unjustly.

Tell Serdoa that it's Mackoti. It's a public fact, but revealed in a little viewed thread in General. I wouldn't assume that everyone knows. In fact, that's the justification given by Brick and GJ in taotao's thread for allowing this.

FWIW, veteran advice can be a mixed bag. In the...second? PBEM I played in BtS, I got a good deal of advice from Krill and Commodore. It didn't help me much, because their recommendations assumed execution at their level. Granted, mackoti seems to be involved with both the play and the strategy, and taotao is a better player than me too, but I wouldn't say mack will automatically cause a win.

Was smurfing banned in this game? If not, then it's not really the lurkers or the admins place to decide whether it's fair or not, because the players already decided on that when they started playing.

Apologies for repeating myself here, but... he is playing by the same rules as everyone else. Controversy aside, smurfing is not prohibited on RB and has not been banned in the rather comprehensive ruleset for PB27.
It's difficult to judge the enthusiasm for an anonymous game without either a puppet or non-participating organizer taking the plunge and creating a sign-up thread, since anyone who expresses interest beforehand will be outing themselves as a likely participant.

I'm more concerned about players reading lurker threads than the smurfing co player issue. Mack's post is out there. I'm sure someone will help Serdoa to it eventually. But players reading other active threads? No. Nononononono. If you can credibly document the violation and have already warned the player previously then out the player. This is outright cheating. If a player gets away with it then others find out after the fact who is going to want to report on their game?
I have a couple of candidates in mind for who this could be...

The clever players that try to figure out who is reading their thread and then use misinformation to bait their enemy into a blunder.

Too much meta for me. I'd like to play the game fairly. But if I know someone else is cheating hey, I'm a competitive guy, maybe I'll take a peek too, just this once. That's how these things start.
What's crazy is I had exactly your thought in PB18 but it was never really an issue for my civ (as far as I know...)
