There's a fourth possibility
. Maybe Fenn intends to move on us 'once ready' and Jowy will preempt him. I'm pretty sure Jowy got Guilds first, anyway, and has more production to back it up as well.
In Jowy's shoes...honestly, he's got a bit of a tougher strategic question. He can definitely kill us (at least the mainland), for a small profit. Or, I think he's actually got a chance to kill Fenn for a big profit (and then clean us up later at leisure). It would be a lot harder, but I think Jowy's got both a production advantage and a better tactical mind. I think in his shoes I would prefer to take the sure thing and come back for Fenn with gunpowder units (and a bigger production advantage), but I could imagine rolling the dice. Owning an entire continent is the best chance to actually catch Wetbandit.
Dang it, I can't wait to be out of this, so that we can try again. Play the REX phase just a bit more cautiously and we could have a really fun game.
