Good. With all the hills, that should definitely make us more expensive to conquer.
I'd keep building some cats and HA too, though. Maybe that's optimistic, but I find counterattacks to be more fun than just huddling in cities waiting for the enemy cats to waddle up.
I can't remember which column Vassalage is in: maybe it'd be worth revolting to get CGII longbows? But probably we'd really rather have the turn of production

Vassalage is with bureau and nationhood, but eating another turn of anarchy would be sad. Did we get a GA yet ? I don't think so, perhaps I should work to get a great person.

I never fired one off. That sounds like a better solution if we have the time.
Although honestly I'm confused that no one's declared war on us yet. They've both had Guilds for a while, what's the hold up?

So, next tech? Code of Laws, Calender, or head toward Engineering (probably Metal Casting first)? I guess I'd personally lean toward the engineering path, HR garrisons should handle our happiness for a while, especially now that we can stack longbows.

I've queued IW MC Machinery and Engineering after feud. The others seem to be keeping each other in check but I doubt it will last long enough for all these techs.

I'm really getting mixed signals from Fenn.
Still, I rolled the turn and played the next one because I don't think his recent actions make sense if he's planning something. Also I didn't do anything on the second turn that would make a difference. And third reason, I don't care enough so I'll just play my turns as soon as I can until someone declares war.
Edit : If Fenn does declare war and isn't happy that I played my turn as it rolled I don't mind being second in turn order, just maybe not switching back on the first turn of the war as our stack could be able to do a counterattack.

That is a really weird stack. Mixing 2-movers and swords, but no defensive units, and only enough power for maybe one city. Only guess I have is it's a quick reaction force to grab a couple of our cities in the event Jowy is killing us?
Turn order is the attacker's responsibility, because they're the only one who knows for sure if a war is going to happen. If you're not planning to invade anyone, you don't have to worry about it until/unless the war declaration comes across.

We also got IW when the turn rolled, our iron is on the (already hooked) grassland hill 2N1E of triceratops. Keeping that city becomes slightly more important now.

Maybe we're going to get a China-Sumeria war, and he wants to attack from our territory? It's an even more pathetic stack if it's going against Jowy instead of us, but maybe he thinks Jowy's weak in our direction.
Might be worth building a spare settler in case there's some razed land that needs filling up  . At least we could build the site 1N of our iron if Sumerian culture is cleared out for us.
