Yeah, I think it's worth the gamble. Not directly a threat to Jowy, especially while he's distracted by Fenn, so he might let it go. I don't see him coming for just one city at this point, it'll be all or nothing.
If we have time to develop it, that gets us more production/trade, a little more defensive depth on the capital. And it's a hill city so longbows + LK could do pretty well, at least as well as Triceratops once we get a little culture. Still die to a full bore cat + hitter stack, but then that's true of anything in our lands. Solution is still first-strike capability with roads.
If we don't have time to develop it...well, all we really lose is an Imperialistic settler. Overseas + foreign trade routes mean it should be profitable from day 1. So I only really see two risks. Either a) We're tempted to garrison it too heavily and lose troops when Jowy takes it out, or b) it prompts Jowy to try to kill us for real finally. And honestly I'm not sure b) is a problem at this point
