Blacksite, then Viper King sounds good.

If we think the DLC weapons are OP in the early game, maybe the solution is to ban their use until the Rulers are released?

In hindsight yeah that would probably have been a good idea. But since we're this deep into the campaign already let's just keep playing as is.

Are we still doing this or what? Jowy claimed the save almost a week ago but hasn't reported on it (which is somewhat understandable) or posted the save (the real problem). I don't mind if you need to find some time to write out a report but at the very least we need the new save to be able to continue. It's been 10 days since the last reported turn which is a unsustainable turn pace. I was anticipating we would complete the game before the end of the year but if it continues like this into the new year I cannot guarantee I'll be around to finish it.
