My understanding is that there's no dispute with Turn 61. The Friendly Kittens declared war very late in the turn; I don't think anything can be imagined to be illegal about that. The question that arises is for Turn 62: The Friendly Kittens moved units and finished turn very late in turn 61, so the rules (as clearly established during/following Egypt's war with Korea) make it clear that we are NOT allowed to claim the first half of the turn.

The question that could arise in this situation is: Do we get to claim the second half of the turn if we so desire, given that India did not end turn until after we did? In other words: We played after the 12 hour mark, but not necessarily after India. So, did we play in the "first half" or the "second half" when we established the precedent? The rules are ... uh ... somewhat unclear.

In this case, it's academic; as I mentioned by e-mail and Cull confirmed above, we're happy to take either half of the turn. Nevertheless, the issue should probably be resolved before the next war breaks out (whenver that happens). Unless it already has and I missed it.

darrell: Is that a serious request that we take the first half? If so, we'll probably do so in the morning (closer to the 12 hour mark than I'd like) when (unlike now) at least one of us is hopefully awake. (Yes, I'm - practically - posting in my sleep right now.)
