It looks like 2N is a hill, so maybe move th scout to the corn anyway, then move the settler into the hill and make the decision the turn after then? The only way to settle next turn is on the grass cow but as great as that is for being faster to a settler and 2 workers I'm not rushing this.
I think this spot is equidistant between our start and northern neighbours to force competition over resources. At most want one city north then everything goes south to try and grab the other site maybe?

Looking a bit more closely at the screenshot....looks like 2n of settler/scout is a plains hill. If so settling on it is pretty much a no brainer I think. Scout to corn first for a look then move settler to 2n?
Pending additional scouting, one city to the north and then claim the original spot sounds good.
Is a quecha choke in order? Or just lay low until horchers?

If 2N is a plains hill, then then that is a no brainer capital. I agree with your unit moves.
If the capital is this good, i think that diverting resources from a slow worker to risk Quechua rushing is unwise. Quechua rush only makes sense if we think that the delay from the Quechua gives us a.long term economic edge, given we know opponents already benefit from lowered competition. So I'd only go Quechua first if i thought the new capital sucked and i was willing to stake so much on my understanding of map creation and metagaming.
If the capital is this good, i have to question the risk of not going worker first. I'd likely try to use this capital to build an economic edge then murder the northern guy. Religion can fuck off ATM.
Hunting takes 9 turns, so that's 9 turns of scouting to decide the rest of the tech path. Pottery may make sense, so might BW, so might going settler after growing to size 4 and dropping a holy city 5 tiles north. I don't know right now. Just grateful that I'm not stuck with a mirror start.

I wasn't much of a fan of the quecha first plan . what I'm wondering is if it is worth pushing out 3 after the 1st worker and going to choke someone. We will have some time to scout while the worker and 1st quecha get built. I'm inclined to think that a second worker asap would be more of a benefit given how fast we can grow.
