I can understand Exploits frustrations and perception of this game in general, however quitting is wrong if you've made a commitment. If emails have been sent, then lets switch to the subistute procedure and move on.

One problem here was the near-simultaneous actions of Exploit logging in for his turn, and the DOW posting here.
If Exploit's leaving, then we'll have either a reload to the start of sunrise's turn, or play on from the pause, with one or the other teams moving first. I'll let you guys work that out.
For future events, can we have a clear declaration of war procedure?
2 things have to happen for a declaration of war (ideally, 3):
1) In-game declaration
2) Posting in the IT thread
Ideally, also 3) An e-mail notification to the team being declared on.
1) should probably happen first, but the other two should happen quickly (within half an hour?). If anyone isn't, I do recommend being subscribed to this thread; instant notification can save a lot of trouble. It wouldn't have helped here, because again everything happened at the same time.

It would help if people weren't retarded enough to stick with the shit rule sets.

Guys - I hate to add to the mess, but if the game continues without reloading the full turn, may I request a reload at least to just before the game was paused? (Or my login during the pause if that's possible/easier?)
While the game was paused, I tried to look around in game to figure the situation out, and right-clicked for a context menu (per my civ settings) - instead, I got a goto marker. I believe this will result in moving a unit illegally during not-our-half of the turn. Thanks much!

I've said it before and I will repeat it: I prefer the RBP1 ruleset, then RBP3, then RBP2. That doesn't mean I think Krill is a bad admin though, I'd just rather he enforce different rules.
I've also said many times before that I think most (but not all) "disputes" involve players who don't like the rule as written ignoring the letter of the rule and trying to start from scratch. Exploit made 2 posts in a row "claiming" the first half of the turn, which was a power he just made up.
Generally though if both sides are reasonable a voluntary compromise can be reached. Maya was reasonable to us, and we think we're being reasonable to Exploit - offering to let him either keep his moves or have a reload, and separately offering him the "Mayan rule" where he can pick his half of the turn starting the turn after the DOW.

On point - We should probably replace Exploit. However does anyone know the tactical situation in Exploit's land well? He doesn't have a spoiler thread right? If a neutral party thinks he's likely to be eliminated than we don't need to burn a sub to replace him if the moves he can make are really clear.
If that isn't the case then we have a few players already signed up to take over, don't we?

I think a reload to the start of my login is the most fair. That allows whatever moves Exploit made before being notified of our DOW to stand if he wants them to.

No. But you got to admit that declaring war on someone that is in the middle of playing his turn is rather clumsy at best, considering a big part of having a turn split during wars evolve around the warring parties not making their moves at the same time. I think you could have handled the declaration a lot better than you did, even though a different approach might have caused other issues with the rules due to your prior war with Maya. I do not support Exploit's decision to leave the game because of what is really quite a minor issue, however.

That said: This dispute is likely to come up again the next time anyone declares war. We need to step back from the current situation and look at the actual consequences of our rules. For instance: If picking your half of the turn just means choosing whether to declare in the first or second twelve hours of the clock, then any team who believes an attack MIGHT be coming and has time to do so would optimally wait for the 12 hour mark before they move their units or end turn.

We have a decent idea what his defenses consist of. I reckon a lurker who have read both the Roman and Indian spoiler thread might be able to make a good guesstimate of the outcome.
