And for what its worth, I asked Krill and all that happened was that he accidentally clicked the "liberate" button when he took the city instead of "raze."

Yeah, just to confirm, I wanted to look into the city, screenshot, then raze, but the liberate button was where I expected the view city button to be and I wasn't paying attention aka trolololing around. As funny as it would be to liberate cities (not) the rules are there for a reason.

Hey all, my 3am mind didn't register that I should investigate Gavagai's pause last night. I am fine with a reload and am confident I can replay my moves in the same manner. I also went back in and re-saved the game.
