I don't know much about Civ IV, but I've been following this game to try and learn.

It seems odd to me that JR4's refrain all game long has been complaining about how much less land he has than the other players - yet every time he talks about expanding aggressively to fix that he balks. He didn't pile in on wetbandit when Cornflakes tried to incite a dogpile, he fought a brief war with superdeath and then instantly made peace, he backed off from fighting Mr. Cairo, he didn't pile on Cornflakes or superdeath during their war, he talked about load up Galleons to go (belatedly) after wetbandit, then abandoned that plan. 

The question I'm asking is, was he right to back off every time, even knowing he has this long-term problem of insufficient land? I don't know enough about Civ IV to estimate his chances, either in war or in peace.

I think he is trying to secure a great enough military advantage before pushing expansion/war. Such as Infantry vs rifles.

On a map like this it isn't tech, it's positional play and opportunism that wins from this point.

Pb18 ended on t275. None of my other games got near that.
