Take a look at F7 (religion) - the top section in particular.  It has something similar and is able to get them to line up.

I think you need to look at the justification ...

nonononono ... I highlighted that that tile is coastal ... and not ocean.

It is not coastal to that gold / beaver island ... so it must be coastal to some other land ... meaning there is more land.

And it turns out that I was wrong ... there is no land next to that coastal / ocean tile.  Is this a bug ... or a mapper snaffu?
