While I don't doubt that's true, I think we also need to give an enormous amount of credit to regoarrarr, who has never given up and ceaselessly worked diplomacy from start to finish of this game. He's in the driver's seat to win after getting relentlessly nuked just a short while earlier, when lots of other players would have mailed things in and simply given up. (See the demise of Inca in this game for a good example.) There's a lot to be said for simply outworking your opponents and wanting it more than they do.

Given that Munro is now a close second in the space race, I also think that he could have won if he had the time to keep up his modern warfare against Rego. I'm still curious if he can pull off a surprise capital raze using his commandos. But I'm assuming Rego plans to move his capital at least once while the spaceship is in flight, and he still has a big territory so he should be able to find a safe back-line city for it.
Also, if the nuclear powers had been even more ruthless and never signed the "tactical use only" agreement they could perhaps have maintained a monopoly on nukes, to secure the win? Seems like they willingly gave up a huge advantage there, even if some may say it was an advantage granted by broken game mechanics.
Either way, outstanding job by Rego - he put a lot of effort into this game, can't argue with that. He has also been our most reliable reporter.

Absolutly agree. His perseverance earns him this victory.

1. I agree with Sullla; good things tend to happen if you don't give up!
2. Anyone who was not LiN did not make a mistake. Not using nukes was just "winning less".
3. Do not hurry to congrat Rego yet; Broker still has the UN!
Edit: Broker would have made a note if he was thinking of using the UN. Rego is not going for the AP win anymore... So the only way Rego does not win is cap. razeage which would be very hard...

Was going to add an 'honourable mention' for Munro for taking a lame duck civ to the edge of victory but now it looks like would be more appropriate.

Ouch! Does anyone know how he got the Commando units? They are likely veterans, but I think you can make fresh ones with Barracks/WP/Pentagon/Vassalage/Theocracy/7 MIs.

I thought Commando required 5 promotions to reach, so 24 XPs?

He is aggressive, so he only needs C2-4 and Commando, so 2/5/10/ 17 XP.
Barracks/WP/Pentagon/Theo/Vassalage = 13, plus 2 instructors = 17, Commando out of the game.
Munro broke the game, and it is so cool.
