I like your ideas, and here's another one: Generate starts, but with 1 excess resource, and the player has to decide which one goes away.

Why not just let the map maker improve the two food tiles??

I really liked the couple of Advanced Start games that I participated in last year. Gives you the flexibility to grab techs if needed, I’m addition to speeding up the early turns.
