It had a 9-unit-per tile limit, with the option to group units into armies which fought as one (stack battles as multi-layered with melee in front, ranged in the middle and artillery behind). I don’t know the specifics about the mechanics but it seemed to work well and it felt nice being able to customize an army composition.
A more recent game that had a similar iteration is Symphony of War: The Nephilm Saga. It's a game that feels most similar to Fire Emblem, but the core innovation is instead of each unit having just one soldier in it, you could have anywhere from 1-9 soldiers in a unit.

imagine a Civ game where instead of units, you unlock soldiers individually. And then you have a squad composer screen where you could define multiple squad makeups, and then assign cities to build/train those bespoke squads.

This squad system reminded me about Ogre Battle: March of the Black Queen for SNES

It seems reasonably likely the game will be revealed tonight (US time) during the Summer Game Fest presentation.

Curious where they'll take it. The civ clones seem to be including more and more RPG-like elements, will they copy that?

I wonder whether they will bother with a functional multiplayer with this one. Not that I expect it to be played much here, AAA titles are not made for folks like us...

They're not really for any group who like playable games.
