It's right on the line of where I'm willing to go, but I'm remembering previous games where one or two players would get wildly beneficial tiles at their capital and others are making do with 1/2 or 2/2 at best tiles. This way everyone has at least one good food and one good production tile, and has their strategics. I think that's about as fair a shake as I can give everyone. See what y'all think of the starting screenshots once I finish in a few minutes.

This has always been the logic when we started balancing the maps in civ 4, but this concern seems more from the lack of start bias inherently makes some leaders worse. Not sure how to explain it it more detail though, or even how to value that adjustment.

Any final passes? Remove the PHDeer or Marsh Rices? Tweak locations?

Start 3 seems cramped. Maybe delete the mountain to the west and place the marsh rice there? Can extend the river as well for Water Mill purposes. Or is that too much balancing? The others seem okay - a bit uneven with continents or luxuries but that's the roll of the dice.

Why not just move the settler to the other side of the mountain?

Randomly assigning starts 1-5.
Start 1: The Archduke (bad news for 2 & 5 if he's following his war cart plans)
Start 2: Pindicator (lots of nearby city-states to access for his ability)
Start 3: Woden
Start 4: Yuris
Start 5: Greenline
Once they work out player order, I'll be sure to assign the appropriate player to the appropriate start. If there's no final balance changes to be made, I'll send the starts to their players in about 15 hours.

greenline shouldn't get to choose his leader after seeing his start unlike all other players.
