Hi everyone!
I've been lurking Realms Beyond for a long time too (mostly because of Sullla's always entertaining reports) and have been wanting to get into LoL for about a year now, but never pulled the trigger for whatever reason.
Seeing that the great people from this community are into it though, I'd love to jump in and play a few games with you guys whenever there is a spot, and whenever you don't mind a totally fresh newbie on your team. I learn quickly though and have good gaming instincts, so I won't be an albatross for too long.
Look me up as Maleficant in game (Pandajuice was taken ).

Pick up game this evening to make up for an afternoon of being squishy, I tool Alistar for a walk among strangers.
How much do I suck? Deliberately running a tank build, I died 10 times in a 50 minute game. The first of these was especially choice, when having forgotten a new key arrangement I popped teleport instead of exhaust. Of lesser note was getting ganked when I failed to notice that exhaust had come off cool down.
How much do I suck? At the end of the game, not only did I discover an elixir that I never managed to drink, but I also found one of my original healing pots.
I also noticed later that I was on a weak or squishy team, as me deaths were second best. They slaughtered us 56 to 43 or so in kills, and also got credit for a couple of extra towers.
It was at the 35 minute mark that the first "@!#$^% Alistar" was broadcast on the chat line. I got two more as we drove right down their throats. 3/10/23
It's like playing a giant purple "Wet Paint" sign - weak players simply have to poke at it to see for themselves.

Well, just saw another guy get 37 kills...just domination.
Really liking the gameplay here though...

While you could go ahead and buy some Tier 1 you really will VERY quickly move to and past level 20 making all those Runes obsolete and worthless. Really save your IP.
Important lesson, I started the game and bought some cheap runes and bought some champions with IP- result was that when I got to level 20 and could buy good runes, I had no IP to do so with. You can use $ to buy champs but only in game IP can be used to buy Runes. So save your IP for runes or just buy 1 champ and main him/her. I fell victim to the typical noob mistake buying lots of champs with IP, not learning anyone particularly well and consequently dying alot. Play 1 champ all the way to level 20-ashe, tristana, kayle, annie, nunu, ammumu are all good cheap choices.
Do your use your masteries- those are free

One other thing i would mention is a good generic set up for Runes (the one i use b/c I still play like 5-6 different characters) is as follows
Physical Damage Champs
Marks (the red ones) armor penetration- full set of tier 3 (7 total) = 2870 IP
Glyphs (the blue ones) magic resist- full set of tier 3 (7 total) = 1435 IP
Seals (the yellow ones) armor- full set of tier 3 (7 total) = 1435 IP
Quintessences (the big ones) health- full set of tier 3 (3 total) = 6150 IP
total IP 11,890

But you don't need 22K plus IP, because you can recycle runes for each page in your book you only need one set of the above mentioned Glyphs, Seals and Quints because they are repeated in each rune set up. The only difference is the Marks armor pen v. magic pen. So you really only need 11,890 + 2,870 IP = 14,760 for 2 rune builds that will work pretty well with about any character.
So I guess I would say, once you have about 15,000 IP saved, spend amounts above that on anything you want.

BOTTOM LINE- Buy tier 1 runes, until level 20, that is when you can buy tier 3, at level 20 start buy tier 3
I have totally changed my mind about this, You should buy runes, but only tier 1. If you look at the example above you will see that the Tier 1 ruin is about 60% as effective as the Tier 3 but at 1/14th the cost.
I recommend
7 magic penetration or armor penetration reds (both are 30) so 210 Ip for a ful set
7 magic resist blues 15 ip so 105 IP for full set
7 armor yellows 15 IP so 105 for a full set
health quints 165 each 495 for a full set
Total cost = 915 ip for 60% for the effectiveness of the 14000 I cite above
