border pop in 20 instead of 10 turns

I have a problem with my civ 4 where I need 20 culture in a new city to pop borders instead of 10 (normal speed). I'm using Bug Mod and blue marble mod as well as win 7. I didn't have the problem when using the same mods in win xp so im wondering if there is something I can do besides reinstalling to get it back to normal. I'm using the latest civ 4 patch too.

No Espionage setting enabled?
Current games (All): RtR: PB80 Civ 6: PBEM23

Ended games (Selection): BTS games: PB1, PB3, PBEM2, PBEM4, PBEM5B, PBEM50. RB mod games: PB5, PB15, PB27, PB37, PB42, PB46, PB71. FFH games: PBEMVII, PBEMXII. Civ 6:  PBEM22 Games ded lurked: PB18

That's a feature of the no espionage setting. EPs are converted to culture under no espionage IIUC, so they doubled the border pop requirements. No espionage is a broken setting.

Is there a way I can turn off espionage and still have the normal culture requirements? maybe with a mod or sth?

In MP we usually just ban building spies. For SP I would think you need a mod. The RB Mod is planning to fix the no espionage setting, IIUC.

thanks for that information. I'm usually playing SP Always War so the "ban spies" thingy doesn't really work there. Gotta keep an eye on the mod then I guess and play with espionage on although i don't like it, but it's such a pain to wait for a border pop to hook up strat resources or food. Can't really play any leader that isn't creative.

If all you want to do is remove AI spies from your Always War game, you could edit the XML so that spies have a tech requirement of Future Tech.

Thanks for that advise. But that's not the only thing I want. I don't want to be able to look into cities and see graphs, too. If you want to scout what an opponent is doing you should do that by scouting their land like in starcraft for example. And of course the culture thresholds are a problem.

Any suggestions on how to change these things?

So you want to avoid the passive functions of espionage? You could edit all the EP producing buildings to zero EP (including the Palace.) Then you can't ever produce EP so you won't reach the threshold to see cities and graphs.
