Well I've watched this video, https://www.youtube.com/watch?v=P_F7_td7M5s, and it appears that 'inverted foodboxes' were just it being a beta-demo. You can see a size 3 city having a smaller foodbox than the size 5 one and there's no buildings that give a foodbox reduction.
Hail was right about there being no multipliers in this game for buildings. Doesn't make sense with buildings outside but still lame. RIP Inverted foodboxes.

Actually, I think housing places a hardcap on population too, something like housing+5? Housing does have a hard cap, but it also has a much more relevant soft-cap where growth slows considerably first at housing-1 and then at pop = housing. It flat-out stops at housing+5 but good luck getting to there with like a 75% or so growth penalty. Looking at that video it would imply that the size is around ~35 food always. Well I looked at the video again and looked at cites with enough food+amenities and it does appear that bigger cities have bigger foodboxes. At WePlayCiv, we have been eagerly anticipating, discussing and compiling information about the soon to be released Civilization 6.
