I don't imagine improper pillaging of city states will be a huge recurring issue, due to the layout.

Is passing Euclid the right strategy? I can see how it is for Archduke, but not sure about the others? Also, does Thrown have an accurate handle on Archdukes tech rate if they are both not completing techs?

Seowans provide 4 usually and Thrawn knows Archduke likely has 4 of them due to Great People points. Throw in the number hills and +1 from mines adjacent to Seowans and you won't need an accurate count to know the tech rate will be high. The odd thing about passing Euclid now, is that if everybody passes, there will be no more Great Scientist, and this might be a desirable outcome for the Aztecs and Zulus as they can't take advantage of many in this game. Paradoxically this is also good for Archduke as there are fewer science catchup mechanisms.
Once one person passes on a great person, doesn’t the next player automatically recruit them when the reach the (now lower) threshold? I didn’t think more than one person can pass.

What I did uncover using a two-player 'solo' duel, is if the last player passes, then a new great person becomes available to the next player at full cost. This was a little different than what I read some time back, but with expansions and patches, it is not an easy thing to track. PBEM18 did have reports of automated recruitment, but I 'm not sure if the mechanics are clearly understood. |
