I've checked my screenshots. If I'm not mistaken than only one of these 3 players could have done that:
These are the only ones that did act between my T4 and T5 demo screen.

So my fog-gazing was correct. As you can see I planted some markers for cities, but both will need further exploration. Advantage of both placements is that they share a food resource with the capitol.

I mean it could have been either one. Since RFS is pretty new, I would expect him to make more unconventional plays.
Sharing that much food at the capital is perfect, actually. Both of these cities can work cottages for the capital -- I am just hoping we can get a little bit stronger than this much sharing for city 2.

Well this confirms it. We are living in a cruel world. Just for your interest the corn is also dry. I'm going to the forest in hopes that there is something on the tile 1SE of there.

I think I solved that mystery:
RFS has build a workboat first
This my reasoning:
- First someone went high in production, for the first turns, which is needed for the workboat to come out early.
- The moment he went to the better food tile, the workboat was finished.
- This turn someone got 2 points in GNP.
- RFS is the only financial leader and gets 3 commerce from the coast tiles, with the him working a 1 commerce tile before and now changing to the sea food resource with 3 commerce would result in +2 GNP

I think that’s pretty conclusive. Hope there’s some seafood in the fog

Score increases from shallow_thought and Superdeath 2 turns ago and Magic Science last turn. Did they grow to size 2 off the bat? Or do we think they researched ... animal husbandry? Or fishing?

I think we still want that spot with the crab in the second ring? We'll have to run the numbers. That seems pretty slow: we would have to chop out/whip a barracks, a workboat, a granary... I guess 4 forests is pretty good for that?
That's a decent second city -- although I'd like to see if we have copper anywhere nearby.

I think they both researched something. If they have grown to size 2 their score would have increased by 3.

I've looked into the following city placements and have tried to set up all of them for production: - 1NE of spice: Needs the sugar to grow, which takes to long. It also needs a lot of pop to achieve a good hammer rating
- On the spice: Same as with the one above
- On the marble: Has a little bit too few food
- 1S of the marble: Too few food
- 1S of the spice (where my sign is): Achieves nearly the same hammer values as the other ones with less pop. Can share the sugar and corn with the cap and has it's one crab. Can also build water units.
So I will propabely stick with the 1S of the spice place, but of course I want to wait for copper. I highly suspect that the copper is on the plain hill 2NE of the capitol.
