That is correct, you'll need to strictly maintain the turn order throughout wartime, and you can use the game tracker website to set your email notifications accordingly.

The problem though is. What is the turn order. Am I right that you both were online when you declared war

When declaring war you should clearly take the turn order before or after the player you're declaring on. In this instance it's very hard to tell because you logged on first, then Joshy played his turn while you were online, and then you ended your turn, making you play both before and after him.
Edit: Did you intend to claim the first or second half of the turn timer?
Due to an issue regarding turn-splits, we have to reload to near the start of T99. You should try to replay the turn as close to what you did the first time around.
This affects you directly; you should play first and declare war on Joshy as before, and then stick to playing before him while this war lasts. Some further explanation. You need an account on PBspy and login. Then you will find a "subscribe to new turn emails for this game" button in the Game Status section. There you can subscribe to another player or the new turn.
To change this later you need to first unsubscribe.
