Superdeath has made some very odd choices (libraries before granaries??), but he'll probably win if he can devour Chum unmolested. Gavagai surely knows this, but is stuck between sending his army to prop up Chum while General Cav masses for another war, or trying to eat his much more prickly neighbor before SD can finish his.
Everyone else currently appears to be dying and/or trapped in a Forever War.

The forever war of the other players also helped Superdeath quite a lot.

It's one of those rules that isn't actually a rule per se. It's good etiquette but it isn't a rule. Some people are pro active and set out boundaries and expectations when war is declared, other people...don't. But it's not cheating.
General solution is to advise everyone involved in a war to send those PMs, even at this point and just sort it out quickly between the players without pointing fingers.

How quickly can Gavagai eat GKC? By the looks of it, he appears to be teching HBR instead of currency. Is Gavagai planning on trying to coast on just capture gold?
