Well, we're in a turnsplit now, so this game is going to truly proceed at a glacial pace.
When we declare on the borg, it'll become even worse, assuming cairo doesn't sign peace with us.
This is why we kind of need alphabet - I think Cairo should eventually be a natural ally and we want to just be able to pass ships through his lands without war dec.
Wait, checked pbspy - he lost a city. If it's the coastal city, then we can pass by anyhow. Kind of need cairo to hold on though... Surprised he doesn't have machinery yet. (otherwise I wouldn't see how the Borg could take a city)
Also, I kind of wouldn't want this game to become a 3 player one. We'd be the target then. If cairo gets rolled over fast, we're not prepared for naval invasions as it stands.
Also, just in case, we're SECOND in turnsplit.

Cairo asking for reload, probably to do with my sketchy galley moves.
Issue is, if had attacked first in turn order, he would've lost it and it's contents anyhow. Or if I claimed first in turn order and waited till next turn, same thing. If anything, I gave him a chance not to get destroyed... The outcome of what transpired is clearly most highly in his favor as the scout remains alive.
This is the situation as it was last turn.
I see how this is a rule violation, but no negatives came out of it for cairo, he would've lost the ship 100% if play had been exact. This gave him a chance to not lose the galley.

I feel bad about the mishap.
Also, declared on the borg, don't see their territory yet, but I did sink their pesky workboat.
Peace next turn with Mr. Cairo, if he agrees.

yeah, you clearly double-moved him. You can make an argument that it doesn't matter, but it might:
You guys weren't at war, so he's not under any obligation to wait for you guys to go the next turn (as far I can tell)
The RNG is different - trireme on galley is not a guaranteed win.
You get a turn earlier and a tile closer to heal.
You would be first in the turn order, not 2nd.

RNG is a non-unique factor.
I could've held off on my turn and been second, nothing fundamentally changes. Me waiting till the end fo the turn, logging in, declaring, would have changed nothing about this situation.
I dont understand the point about being a tile closer to heal? I'm closer to my territory, but farther from the goal of getting my trireme thru MSCC to pillage and circumnavigate.
I also feel like my stupidity is being used as a pretext by Cairo to reload and get better RNG on the attack performed by MSCC (assuming we don't have preserve random seed, and even then, changing the order of actions taken should nullify that)
Also, this is literally one galley that would've been sunk either way (unless, of course, Cairo had used his turn to retreat, impossible if I had attacked first). I get this is a mistake on my part, but had there been actual forces invloved or this been a more serious wardec, I would've taken more precautions.
Just to reiterate, in case I'm being unclear, there's no double move involved here. I could've attacked before or after he moved, everything occurred on the same turn. Double moving is about gaining an advantage from being able to move more tiles than possible in a PBEM or single player via a literal double move.

Can I confirm the facts:
- Zooperpooper of Vikings logged into T97 before Cairo. He did whatever, and logged out. Cairo logged in, played and ended turn. Then Zooperpooper of Vikings logs in ended turn, logged out, the turn rolled.
- T98 Zooperpooper of Vikings logged in, played and ended turn. Cairo then moved your galley past the trireme (irrelevant to this argument but to confirm: Cairo could not see the trireme on T97?) After this, GKC logged in and declared war, and attacked the galley? I can see from PBSpy that one person played the turn, and a second log in under a different name occurred after you played.
If this is the case, Cairo would have been double moving if he retreated his galley on T99. Cairo would be under an obligation to maintain a turn order in this circumstance, for this exact reason: if Cairo did not, Cairo would have been depriving GKC of an opportunity to kill the galley. GKC is also unable to do as he did he, to log back in and declare war on you on T98; he has to wait until T99 to declare war in the first half, or allow Cairo to double move him to claim the second half. The polite thing to do is send a message, but I do not believe that GKC can send a message to claim the second half, only that GKC could send a message around turn roll to say he would be declaring war at log in and asking Cairo to refrain from double moving him.

Also, the two images in posts 133 and and 130 make it abundantly clear what happened. (Along with PBSPY, of course)

To be clear, what you did is considered a double move. You played T97 after Cairo, and T98 before. You should not have played T98 at all until after he had played if you wanted to declare war on him. By playing T98 before him you gave up the opportunity to declare war on him on T98, but gained the opportunity to play T99 before him and declare war then.

The facts seem correct. And yea, the only way out of this situation would be, I guess, to message and claim the first half of the turn order in advance. I didn't know this was an option really.
