Well, turns out I can. Loading the save shows full garrisons in counties.

Perhaps I should leave this to the masses then: do I keep going under the old patch and have the same AI issues, or do I start a new ruler/location/goal and use the new patch?

I want whatever gives me content to read...So what keeps you engaged the longest?

Best of all worlds: Fight wars with the improved AI, quickly flip to the old patch for sieges, then flip back after. Simple.  shades

But what is the AI issue that the patch fixes (for a new game?). Is it the splitting stacks thing, or something different?

Clearly you haven't dealt with Paradox patch issues before if you think that has a prayer of working.  lol

I think I am a little too eager to have the AI improvements and mess around with all the new stuff. So I will start a new game.

Right now I'm leaning towards playing this guy:




Although I might still talk myself into doing the 867AD start, so I don't have scary Seljuks to my north

It varies.  But lately when they have a patch that will break the game they do a good job of communicating it ahead of time so people know they should finish their current game up.  In this patch they were saying that they didn't think it would break anything, and it appears that this Garrison issue was just something they missed in testing.  Probably related to the new 'dynamic garrisons' feature that they added to the patch.  (Garrisons would just instantly recover after a siege was won before; now they grow by a certain number of troops every month.)
