Okay
As I understand it, the overflow cap is after things are adjusted for production bonuses.
So 117 - 50h for a catapult gives 67h, but that is divided back by the 25% forge and 100% HE bonuses, yielding 29 overflow hammers. That 29h is applied next turn plus the 29h of natural production.
I also swapped back the grocer in SB - That grocer is worth 4gpt (or more if we save gold after DR is done) which IMO is worth than 3 worker turns.
Overflow cap is before dividing back by production bonuses, but you can pretty much always overflow at least the number of base hammers as your current turn's production. Sometimes one hammer less due to truncation errors. This second part is what saves your catapult build and should let you overflow 29h.
We've spent the last fifteen turns or so trying to avoid building another worker, but we finally bit the bullet and built our twelfth worker last turn. yuris did not leave his workers for us.

Yeah he deleted at least 2 workers down on Apathy Island. I think he'd have deleted these ones too but I don't think he thought we could take the city - we were showing 7 attackers vs. 8 defenders but he may not have considered we had knights on boats
Logged in to take a look around. Yuri's whip in Deadman's Fort was a pike. I haven't moved anything over on Inferno Island as I'm waiting for him to play.
Tech-wise, Commodore got Compass. He also has Engineering which I hadn't seen before, which is odd. No new GPs for him, nor mid-turn score increases. Must have missed one of those....
Also, I wasn't saying we had to put the wonder in Church Lady for NE GPP synchronization. Just saying that Nat X probably wants to start growing a bit rather than just slamming down another wonder.
Also I was prioritizing Spiral Minaret over Hagia Sophia (which is why I put that IN OTOF, which is probably our fastest build). We have 23 Christian buildings, and 3 more in production. So I think 52gpt is worth more than a few saved worker turns.
EDIT: I did offer Scooter 8gpt for his stone. He's had Education for nearly 30 turns, so I gotta figure he's done with Oxford, although I could not see it in his capital nor any other city. He really doesn't have a ton of cottages down (though I guess that makes sense since he's in Representation)
Okay I played more or less the turn. I haven't ended turn so if you get some time before it rolls, feel free to check things out.
At Inferno Island, here was my plan
The galleys in the big yellow circle will unload 4 knights onto the grass workshop NW of Sigma Quadrant
Purple galley will drop off 2 catapults on the same tile.
Blue circle has 2 galleys with 3 knights and an accuracy catapult. Plan was to unload these next to Hans and Franz and start bombarding.
Next turn most of the knights inside Ed Grimley (red square) should be healed, and they can move to the "fork tile". Basic plan would be to take Sigma Quadrant the turn after that (with bombarding and/or collateralling).
I've queued up the Hagia Sophia in the capital after its bank finishes next turn. I think that will just about be the fastest. Nat X could do it I think 1t faster if it stays on max hammers after its university finishes, but it should grow a bit. OTOF can do the Minaret in 2t once it finishes its university and Divine Right is discovered.
Guido Sarducci will starve this turn but hopefully should have enough food next turn to stave it off. We could really use like 10 more MP over on the Western Continent. Or alternatively, to kill off Yuri
