You could just remove the ability to pass it on when you die. You don't have to do that though, I can't see why being able to pass it on when you die makes it any less of a power role.
There are roles that get roles passed on to them when people die. Like the Deputy role does nothing at first, but when the cop dies the deputy gets the cop role (which is like the seer)
Anyways IMO the game should be played without a mayor and just have the ties be broken like they were in game 1, by having the person who got to the X amount of votes first get lynched, even if the other person got there first but then got a vote retracted.
If someone in a later game wants to add a mayor as a regular role, that's fine, but the voting for a mayor thing is just weird to me.
