didn't we take the standard rules & ban spies?

Can start a Golden Age - OK
Can construct Scotland Yard - OK
Can join city as a Great Spy - No
Can infiltrate another civilization's city (+3000 espionage points) - No

Uh, normally you allow the great spy to settle in the city as a super specialist. Surely that's not banned if scotland yard is not?

Not banned! Really, the rules boil down to spies can't leave your own territory, hence there's no point building spies and no point scouting or infiltrating with Gspies.

Alright, so the rule is: Can't leave own territory, everything else is fine? I'll keep that in mind if one pops.
