Is he planning to offer 4 cities ( or close to that ) to TBS in peace? That would be close to kingmaking IMO

He seems very "angry" at the backstab. I'm not sure why he thinks Scooter would let him conquer someone without interfering but that is how he feels.
I can understand why he would be so upset. As lurkers, we saw it coming but, then again, we can see each thread. He was likely blinded by the tactical situation on his southern border and didn't consider the scooter stab.
He also just had a major city burned which I think extra-tilted him. Hope he regains his composure and is able to fight on. He has lost two production centers -- but he does have a tech advantage. As long as he focuses on survival, who knows if he can make his way back into it. Especially when Mr. Cairo strikes back at Commodore next turn or so.
I can see TBS winning this pretty easily if Cairo manages to hold of Comm while Flakes goes blindly after Scooter. TBS can then choose if he wants to split Cairo with Comm or hit Flskes after he has sent everything vs Scooter.

I completely understand him retreating from TBS land to protect core, but that can be achieved without gifting almost half of his cities to TBS

Because, IMHO, scooter is literally letting someone (Commodore) conquer someone without interfering, where that attacker is in a stronger position and their target is in a weaker position.
I do think though that giving EVERYTHING back is probably going too far. He could offer like half his gains back and pivot East...
